Scott Skelton, MS, CIH

Principal Exposure Scientist

Scott Skelton currently serves as a principal exposure scientist for CTEH. Mr. Skelton focuses on special industrial hygiene projects with emphasis in worker exposure and exposure control for emergency response, as well as serving as an expert witness for IH-related litigation and project support. Mr. Skelton is a Certified Industrial Hygienist (CIH) from the American Board of Industrial Hygiene (ABIH) with over 10 years of experience in emergency response, industrial hygiene, and health and safety industries. Mr. Skelton received a Bachelor of Science in Biology with a minor in Chemistry from Arkansas State University and a Master of Science in Industrial Hygiene from Montana Tech University. Mr. Skelton has an extensive background in emergency response, toxicology, industrial hygiene, and health and safety. 

Prior to his current role, Mr. Skelton served as the as CTEH’s Director of the Toxicology Emergency Response Program (TERP) for three years, including oversight of seven project managers and 37 industrial hygienists/environmental scientists. Mr. Skelton has over 14 years of experience as an IH project manager, embedded consultant, and technical director for industry’s most aggressive chemical emergencies.  His most recent roles as technical director include the ITC and TPC facility fires in southeast Texas. During both plant fires, Mr. Skelton and colleagues developed innovative remote exposure assessment tools for high hazard equipment operations including implementation of remote real-time GC sampling for specific chemicals of interest.

Mr. Skelton has managed and performed industrial hygiene practice on over 200 chemical and natural disaster responses including serving as a CTEH Louisiana director of operations during the BP Gulf Oil spill and has an extensive background in environmental response, toxicology, occupational hygiene, and health and safety. He is experienced with air dispersion chemical modeling and exposure reconstruction using mathematical and computer-based modeling software. Mr. Skelton has experience with refinery industrial hygiene projects, chemical spills, train derailments and chemical plant fires. Also, he provides sound solutions to instituting air monitoring investigation plans for oil refineries and coal-power facilities.

Mr. Skelton has worked as an advisor to state and federal occupational and environmental regulatory agencies such as USEPA, OSHA, ADEQ, TCEQ, and TDEQ and has developed and implemented Worker Exposure Assessments throughout the United States. He has responded to and performed emergency response industrial hygiene services on the last five Spills of Significance (Hurricane Katrina, BP Transocean, Enbridge Oil Spill, Silvertip Pipeline Oil Spill, PAALP Ventura). His specialties include: industrial hygiene, emergency response, environmental science, worker exposure assessments, environmental air analysis, noise, heat stress, ionizing radiation, response logistics, and data management.
